Lado Papava – Approach voiced by the Government about Micro Business is not justified ‘InterPressNews’ interviewed Lado Papava, the expert of the economical issues about the possible amendments in Tax and Customs Codes.
- Mister Lado, the government made a statement about the amendments in Tax and Customs Codes after the end of the local elections. How would you evaluate these amendments?
- It is hard to make any kind of evaluation at the moment, but I welcome to the government’s intention about simplifying Tax and Customs Codes. I cannot speak about the types of the amendments until the government submits the document in the parliament. We may discuss the issue that is known for us, I mean the conception of micro business initiated by the government setting free it from the taxes. Such approach is unacceptable for me. If a seller of sunflower is implied in micro business, it is hard to say how the one will manage to buy cash apparatus.
I have been in many towns of the developed countries but I did not see such types of sellers had cash apparatus. There should be imposed fixed taxes for such types of sellers. The imposition of the taxes should be depended on the location of the trade. The cash apparatuses should facilitate the business not enforcing the subjects of micro business using them. The fact that everyone is enforced to buy such cash apparatus is conditioned by the profitability of such business for these apparatuses need periodical repair.
- The government often speaks about the facilitation of small and medium sized business. Might the amendments of Tax and Customs Codes be preferential for small and medium sized business?
- I cannot answer your question for neither the MPs nor I have seen the possible amendments. But there is one thing which is clear for me – the approach voiced by the government about the micro business is not justified. I think there should be imposed the fixed taxes instead of applying the cash apparatus.
- Therefore, the amendments in Tax and Customs Codes do not connect to the facilitation of small and medium sized business.
- Yes, they do. It is obvious due to the support of imposing the cash apparatuses. By the way, the initiative of imposing the cash apparatuses is connected to Zurab Noghaideli. Today Noghaideli is not in power any longer but in the opposition confronting with the government. It was said about Lenin, he is not alive any longer but his deeds live.
- What kind of economical situation is there in the country after the local elections?
- I can say that the elections have the positive sides alongside with the negative ones. The positive side is that great sums are spent for the elections that constitute positive demand and the finances facilitate the development of economics in the end. However, the negative side is that if the demand is not realized in economics in time, it might facilitate the inflation. There were realized many successful projects for the elections that is positive for the development of economics. But if the demand is not followed the reaction of economics’ development, it will grow into the inflating burden. For that, the government should be less engaged in economics. In such case, economics will always respond to the increased demand.
- The fact is the currency of Gel dropped after the local elections. How do you think, why?
- The inflation of Gel cannot be excluded for the country is in economical crisis but 1,8 overcome would be better taking place at fall. In autumn, the local agricultural products appear at Georgian markets, which hinder the high inflation. When the currency of Gel drops, it reflects over the import products; in fact, the import product in our customary basket takes 80%. I hope the National Bank will not repeat the mistake made in January of last year when inflated Gel with 5 Tetri in a month. It almost brought out panic at Georgian market.
