According to Zourabichvili, "pardon is subject to the rules adopted this year and the rules will be observed."

“I will read every request. If I conclude that there should be pardon, an act of pardon will be issued. Regulations are the same for all citizens,” Salome Zourabichvili said.

According to Giorgi Vashadze, the leader of New Georgia, Gigi Ugulava should leave the penitentiary facility on the basis of the President's pardon. As Vashadze told InterPressNews, the document signed by the political parties says that "the mechanism of the presidential institution should be applied" to release Ugulava.
