According to Georgian Dream MP, Georgia has some reforms to implement, but when it comes to elections, the organization which represents Hartzell said that "deviations" did not affect the election results, and many European countries can not boast of such a complete electoral code that is in Georgia.

"Everything can not be carried out, a lot of reforms are to be implemented, but Carl Hartzell's statement raises additional questions, what does he mean when he speaks of July 5? There are people in both Georgia and Europe who have resorted to violence on many different grounds, be it gender equality or aggressive attitude towards any other minority. Did anything happen that they have not seen in the European space? The punishment that any person should receive, if s/he commits such a crime, is applied equally in Georgia and in Europe. As for the reforms and the electoral system, I do not think that many developed European countries can boast of such a complete electoral system, code that is in Georgia. If there were any deviations, Carl Hartzell's organization itself confirmed that these deviations did not affect the election results. If there is any process, for example polarization in the media space, aggressive relations in the political field, that is unacceptable to democratic world, is it only the government that is to blame, if it is to blame at all?! These are the questions that the EU must answer in its decision on Georgia's candidacy," Volski said.

For reference, the EU Ambassador to Georgia, Carl Hartzell, said that Georgia could have been better prepared for this historic moment, as it coincides with a time when the EU is expressing growing concern about the country's trajectory. According to him, the EU's public reactions to certain developments that have taken place in Georgia in recent years are known, including questions about the democratic elections, the July 5 violence and its consequences, the protection of the rights of journalists and minorities, the rule of law, human rights and respect for institutions, as well as the State Inspector's Service.
