As the election day approaches, it becomes clearer to our society that the main agenda for the radical wing of the opposition and related monitoring organizations and media outlets is to create false perceptions in the public and international partners, for which they engage in all forms of manipulation, - said Givi Miknadze, a member of the parliamentary majority said at a briefing held at the party office.

According to Givi Miknadze, in the period from September 16 to October 6, pre-election violations were revealed in the activities of opposition parties and a number of observation and media organizations, which refer to foreign interference in the elections, undeclared election agitation, negative campaign, interference in the election campaign and discrediting the election process and election administration.

"On October 1, the Chairman of the Foreign Relations Committee of the German Bundestag, Michael Roth, published information on how Georgian citizens living abroad can register to vote in the elections. He made public the contact information of two persons who, according to him, will help Georgian citizens in the registration procedure, which is clearly foreign interference in pre-election processes.

Starting from October 1, the US Embassy systematically posted "cards" on its Facebook page, the content of which was of a political nature depending on the context and reflected the opposing position of the government team.

On October 4, the ambassador of the European Union in Georgia, Paweł Herczyński, publicly stated that the information displayed on billboards within the framework of the "Georgian Dream" election campaign is, and I quote, "shameful, shocking and disgusting".

As for the direction of the undeclared election campaign -

On September 24, according to the decision of the Anti-Corruption Bureau, the organization "Transparency International Georgia", its executive director Eka Gigauri, the organization "Choose Europe", its director, Khatuna Lagazidze and co-founders, were declared entities with an electoral purpose, and the "On Political Union of Citizens" of Georgia was distributed to them. Limitations provided for in Chapter 3 of the Law. Despite the fact that the Anti-Corruption Bureau made this decision legally and based on the existence of multiple evidences, based on the high public interest and the goal of not damaging the pre-election environment, on the recommendation of the Prime Minister of Georgia, the organizations and individuals mentioned by the Anti-Corruption Bureau were removed from the status of subjects with electoral purposes and given the opportunity to observe the elections.

In terms of the negative campaign, the following facts were highlighted

On September 26, a fake image of the "Georgian Dream" banner was circulated on Facebook, with which the motto of "Georgian Dream" "Choose Peace" is equated with the President of the Russian Federation.

A fake video montage was also spread on social networks, which allegedly shows a fake motto on the "Georgian Dream" banner in Kutaisi: "Only destroyed by Gelati, destroyed by parliament, built by corruption, in Europe".

On October 3, a video montage was circulated on the Facebook social network, where the slogan of the party is forged on the "Georgian Dream" banner located in Gori, and it is indicated "Only with apologies, kneeling, concessions to Russia".

A number of facts related to interference in the election campaign were recorded.

In particular, according to the information spread on September 18, as a result of the media monitoring conducted by the National Communications Commission, it was established that "BMG" posted free political advertisements of political subjects on the air in violation of the law. According to the "Election Code of Georgia", a free political advertisement must be placed by a public broadcaster, a community broadcaster or a common national broadcast broadcaster. Due to the fact that "BMG" does not represent any of the above, it is forbidden to allocate time for free political advertising of electoral subjects. Accordingly, the Communications Commission recognized the broadcaster as a violator and drew up a corresponding protocol of administrative violations.

On October 5, TV companies "Mtavari", "TV-Pirveli" and "Formula" issued a joint statement in which they refused to air the political advertisement of "Georgian Dream", which is a violation of the law. In addition, instead of non-governmental organizations condemning this illegal action, the leaders of the election monitoring organizations "European Orbit" and "Transparency International Georgia", as well as the organization "Media Advocacy Coalition" approved this position of the television stations and publicly expressed their full support. It is important that this decision of the television stations was based on the aforementioned statement of the EU ambassador in Georgia.

Several facts of the attempt to discredit the election process and the election administration were revealed.

During the reporting period, the representatives of the monitoring organization "European Orbit" and the monitoring mission "My Voice" deliberately conducted a campaign and disseminated false information of a manipulative nature regarding Georgian citizens with electoral rights registered abroad.

On September 27, the President of Georgia made a statement as if the CEC decision of September 26 refused to open additional polling stations for tens of thousands of Georgian citizens living abroad in the cities of Europe and the United States of America. Regarding the mentioned statement, the CEC explained that the election administration explained to the representatives of the president's administration and to the president personally the regulations that the law envisages regarding the opening of election precincts abroad. Presenting legal decisions as discriminatory is nothing but an attempt to discredit the agency and deliberately damage the election process.

As election day approaches, it becomes clearer to our society that the main agenda of the radical wing of the opposition and their associated watchdogs and media outlets is to create false perceptions in the public and international partners, for which they engage in all forms of manipulation. Today's interim report is a confirmation of this.
