As the representative of the observation mission, Londa Toloraia, noted at the briefing, such facts significantly harm the rights of each voter and elections in general.

"Last week, the monitoring mission - "My Voice" responded to the facts of confiscation of identity documents for voters. In particular, according to the information reported by several sources, representatives of the ruling party take away the identity documents of the officials employed in the public sector as well as socially vulnerable persons against their will.

On October 12, 2024, new facts about the use of administrative resources became known through a journalistic investigation covered by the media. As it turns out, people employed in public institutions are massively asked to collect personal data of themselves and their family members for the benefit of "Georgian Dream", so that this data can then be sent to the ruling party. The special secret list, which was found in the hands of the journalist, includes the personal data of the employees of the Ministry of Internal Affairs, the Ministry of Defense, Gardabani Municipality City Hall, Oil and Gas Corporation, Air Navigation, Airports Union and their family members - their names, surnames, personal numbers, addresses and Phone numbers.

The disseminated information raises reasonable suspicions that there are facts of illegal acquisition and use of personal data, coercive influence on the will of voters, abuse of official powers and excesses. Therefore, there are signs of the crime provided for by Articles 157, 1644, 332 and 333 of the Criminal Code of Georgia. Publicly disseminated information is the basis for the initiation of the investigation, although until now the responsible investigative agencies have not made any clarification about the response they have implemented. We appeal to the Special Investigation Service and the Prosecutor's Office of Georgia to immediately start an investigation into the mentioned facts and provide the public with information about the conducted investigation as soon as possible, since such facts seriously harm both the rights of each voter and the elections in general," the observation mission "My Voice" says.

In addition, the monitoring mission spoke about the donations of "Georgian Dream". According to their explanation, according to the statistical information published by the anti-corruption service last week, "Georgian Dream" received an additional donation of 592 thousand GEL."The new donor companies have received 17 million GEL from state purchases. They have received a subsidy of up to 1 million GEL from various state programs. We once again call on the anti-corruption bureau to study the financial activities of the ruling party and their donors," the monitoring mission said.

In addition, according to My Voice, the actions of the Communications Regulatory Commission against critical channels are disturbing."Despite the fact that three channels - "Formula", "Mtavari Arkhi" and "TV Pirveli" - refused to air the election advertisement with the content of manipulating the tragedy of the war started by Russia in Ukraine, the Communication Regulatory Commission still fined them. Before this fact, the same channels refused to air another election clip of "Georgian Dream" on the theme of war, in which representatives of the opposition and the civil sector were shown. We would like to remind the Communications Regulatory Commission: "On Broadcasting" Law of Georgia (Article 552, Article 56 and Article 63, Clause 2), according to which it is prohibited to place inappropriate, dishonest, unreliable, unethical and obviously false advertising. Also, "propaganda of war in any form" and incitement to violence and hatred (use of hate speech) in advertising, including those based on political or other views, are prohibited. In addition, last week, the Communications Regulatory Commission created artificial barriers for the Public Broadcaster and TV Company "Formula", which recognized the party "Gakharia for Georgia" as a qualified entity and agreed to place free political advertisements - the Public Broadcaster was not allowed to place advertisements, while "Formula" was recognized as a lawbreaker. According to Article 51 of the Election Code, the broadcaster is authorized to recognize as a qualified election entity a political party that has at least 4% support, based on public opinion surveys conducted in accordance with the rules established by the Election Code. A qualified electoral entity has the right to place free political advertising. As for the decisions made yesterday by the Communications Regulatory Commission regarding the TV companies "Imedi" and "Rustavi 2", this is an attempt to create the illusion of objectivity of the Communications Regulatory Commission, which cannot change the illegal decisions it has made so far and the damage caused to the election environment by these decisions. As for the emigrants, according to the information of "My Voice", according to the latest data, the number of emigrant citizens of Georgia is 95,834, which is 30,326 more than the number existing on September 26, when the election precincts were created abroad.

"We welcome the unprecedentedly high activity shown by immigrant citizens in the registration process, which became the basis for the creation of seven additional precincts abroad, however, we note again that the absence of election precincts in cities with a high number of immigrants remains an unresolved and serious problem. We will again call on the Ministry of Foreign Affairs and the CEC to show their will and create election precincts abroad in those cities where the number of Georgian emigrant voters exceeds the number of voters established by the law for opening a precinct," the monitoring mission said.

Also, as for the observers, according to the information of "My Voice", at this stage, 3335 observers have registered. The process of interviewing them is underway. 25 trainings have already been conducted for 800 selected observers. Registration of observers will continue until October 19.
