According to her, the activists of the ruling party, for various reasons, ask some of the voters to temporarily hand over their identity documents to them.
"International Society for Fair Elections and Democracy" has been monitoring election processes since June 1, 2024 and periodically publishes the results of pre-election monitoring. In recent weeks, long-term observers of the organization, across the country, often receive information that people involved in the election campaign in favor of the ruling party are trying to put pressure on voters, including people employed in budget organizations, in various ways. "Fair Elections" refers to some of the alleged violations of the law:
Activists of the ruling party, for various reasons, ask some of the voters to temporarily hand over their identity documents to them (for example: Zugdidi, Borjomi, Khashuri, Lagodekhi, Gurjaani, Kvareli). Obstructing the will in elections is a crime under the Criminal Code. "Fair Elections" urges voters not to hand over their identity document to anyone, if there is a circumstance described above;
In the budgetary organizations, as well as in some private institutions, their managers instruct the persons employed in the favor of the ruling party to draw up lists of probable supporters and hand them over to them (for example: Tbilisi, Bolnisi, Lagodekhi, Chokhatauri, Gurjaani, Kareli, Sagarejo, Kvareli, Telavi and Dedoplistskaro); It is illegal to give similar tasks to employees, as well as to obtain, store and process voters' personal data in this way. "Fair Elections" calls on the heads of budgetary and private organizations to refrain from giving illegal tasks. In such cases, the employees have the right not to perform the received illegal task, which does not directly derive from the official function", said Dolidze.
According to Dolidze, activists of the ruling party distribute products, fuel coupons or offer services to voters in exchange for their votes. (For example: Tbilisi, Zugdidi, Akhalkalaki, Kareli, Kaspi, Borjomi, Khashuri).
"According to the legislation of Georgia, voter bribery is a criminal offense and provides for the legal responsibility of both the person who bribed the voter and the bribed voter. A voter will be released from criminal liability if he voluntarily declares this fact to the relevant body;
Activists of the ruling party spread information through non-public communication channels that through the electronic devices used on the election day, they will find out which party this or that voter will vote for (for example: Zugdidi, Adigeni, Kareli, Gori, Borjomi, Khashuri, Lagodekhi, Gurjaani, Kvareli, Dedoplistskaro and Telavi). According to several statements made by the election administration, the use of voter verification and vote counting machines is safe and no one will know which voter voted for which party. The electronic devices for verification and counting of votes are not connected to each other, and the ballot paper does not contain any information that could be linked to the ballot paper of a specific voter. Therefore, secrecy of voting is ensured", he said.
"Fair Elections" encourages voters not to give their personal data and/or identity documents to anyone.
"Also, once again citizens are reminded that voting is secret and it is impossible to verify the choices made by the voter, including at the polling stations conducted using electronic technologies.
"Fair Elections" calls on the relevant state agencies to study, investigate and take appropriate measures regarding the numerous facts of the alleged violation of the law announced in the last press conference", said Dolidze.
