According to Londa Toloraia, the spokesperson of the monitoring mission "My Voice", during the current pre-election period, the facts of illegal collection and use of voters' personal data, including special personal data, by the ruling party are emerging as an active problem.
According to Londa Toloraia, confiscation of identity cards for voters is also a problem.
"My Voice" observation mission has completed the registration of observers. A total of 4200 observers registered. We have conducted about 50 training sessions, which are still ongoing. Our observers and mobile teams will monitor the elections in all constituencies. We coordinate with local monitoring organizations to jointly ensure that each voter's vote is protected. Here, we will announce that on October 25, the observation mission "My Voice" will present the pre-election environment assessment report. In the current pre-election period, the facts of illegal collection and use of voters' personal data, including special personal data, by the ruling party are emerging as an active problem. The ruling party gets into the hands of personal data that only state agencies have. It seems that voter data is being transferred by state agencies to the ruling party to make it easier to manage voters.
Despite the fact that the media and opposition parties are spreading information about numerous facts of illegal processing or tampering with personal data, and we have repeatedly called on the Personal Data Protection Service and the Special Investigation Service to perform their functions during the pre-election process, until now we have not heard an explanation of their response.
Also, confiscation of identity cards for voters is a problem. About such facts, dozens of citizens also addressed our coalition. In this case too, despite the fact that the media and opposition parties are spreading information about the confiscation of ID cards by threats and blackmail and the involvement of law enforcement agencies and other public servants in these processes, the responsible investigative agencies - specifically the Special Investigation Service and the Prosecutor's Office - do not make any statement regarding these facts.
It is impossible to confiscate ID cards to have noble goals. Widespread information raises reasonable suspicions that the purpose of confiscating ID cards is to hinder the exercise of will in elections, to influence the will of voters and to falsify elections by bribing voters and using confiscated ID cards to participate in elections. All these crimes are 162 (obstructing the exercise of the will in elections - subordinate to the Special Investigation Service), 1641 (bribery of voters - subordinate to the Prosecutor's Office) and 1644 (influencing the will of voters - subordinate to the Special Investigation Service), are crimes subordinate to the Special Investigation Service and the Prosecutor's Office. We call on both investigative agencies to immediately start an investigation and provide the public with information about the conducted investigation. The information spread in the media confirms that these facts have a large-scale character. There is a week left before the elections, and the inaction of the investigative agencies essentially damages the voters' rights to express their true will in the elections.
The Anti-corruption bureau is also inactive like investigative agencies. Although we have been asking the anti-corruption bureau for the third week to take an interest in the funding and donors of the ruling party, who have received millions of GEL benefits from state purchases, we have not heard any explanation or information about the implemented response.
Election campaigning by representatives of the ruling party continues at events financed by the state budget, which is prohibited and represents a violation of the election legislation of Georgia. Also, election commissions are staffed by employees of city councils, city halls, supporters of "Georgian Dream" and their family members.
There is an active disinformation campaign, including in public services, as if electronic voting is not secret, which is a lie. Circulation of such lies is only in the interests of the ruling party and has no connection with reality. We explain that vote counting and voter verification machines have no connection with each other. The existing procedure of electronic voting absolutely ensures the secrecy of the vote. Therefore, I encourage you to express your choice freely, in accordance with your true will", said Londa Tholoraia.
