GYLA: Election voting day took place in a largely uneven, violent and tense environment amid significant irregularities

Voting day for the parliamentary elections of October 26, 2024 took place in the background of significant violations, mainly in an unequal, violent and tense environment, - the statement of the "Georgian Young Lawyers Association" states about this.

As the organization explains, in the majority of precincts registered by GYLA, "Georgian Dream" installed video cameras, which in some cases looked at the registrar's desks and verification machines, and in some cases - at the voting booths and the main ballot box.

"Taking into account the content of the violations, their intensity and interrelationship, the GYLA monitoring mission singles out the main violations:

Vulnerability of the basic voting procedures - Insecurity violations of the marking rules were revealed, which manifested in various forms - the voter was not marked or was asked if he wanted to fill the marking liquid. In addition, in some cases the special flashlight did not detect the marking and allowed the voter to enter the precinct without proper inspection. In addition, there were cases of voting by those voters who saw traces of marking. Also, cases of double verification and voting by the same citizen more than once were revealed.

Obstruction to the activities of the observers - Throughout the day, the observers faced various obstacles that prevented them from ensuring a free and transparent observation process. Saya registered the facts of threats against the observers, disruption of the monitoring process by election commissions, verbal insults and verbal attacks, as well as expulsion from the precinct. Aggressive attitude towards the observers was revealed especially when they noted the violation of the marking rule.

In the majority of precincts registered by SAIA, video cameras were installed by "Georgian Dream", which, in some cases, looked at the registrar's desks and verification machines, and in some cases - at the voting booths and the main ballot box. The quality of the ballots could not ensure that it did not leave a colored circle mark on the back. The coincidence of these two conditions confirms the high risks of influencing the will of the voters. Also, various episodes of secrecy violations were recorded, including voting with an unauthorized companion.

During the day, facts of tension outside the precinct, registration of voters, obstruction of journalists' activities, irregular performance of functions by commission members, illegal agitation, as well as other flaws related to the use of electronic technologies were revealed. After the closing of the precinct, violations related to the invalidation of the ballot, sealing of the record book and familiarization with the documentation of the precinct were observed.

The main violations revealed on the day of voting and the doubts related to the reliability of the processes put on the agenda the need for clarification from the Central Election Commission - in the conditions when the complete list of voters is loaded into the verification machines, what mechanisms can be used to say with precision that duplicate lists have not been activated at different polling stations. This issue especially needs to be clarified in situations where there are serious violations related to labeling procedures.
