During the observation, before and during the voting, we noticed cases where voters were bribed and votes were duplicated, especially in rural areas. In our experience, we observed two worlds - that is, there were two worlds, one was at the polling station, where inside, the voting process was well administered, and the other world, that was outside, outside the polling stations, - the head of the PACE delegation Julian Bulai said.
As he explained, the shortcomings revealed during the elections undermine the credibility and fairness of its results.According to Julian Boulay, he will present a more extensive report and recommendations at the next plenary session in Strasbourg."A month ago, I was leading the pre-election delegation. At that time, we came to the conclusion that the political space had reached unprecedented levels, because it was actually a de-facto referendum on Georgia's trajectory and foreign path. These were the main issues that we focused on during our mission. I will focus on the issues that our colleagues talked about and I would like to express our concerns regarding the election processes. The quality of the elections reflected the trend that we noticed in the pre-election environment and period. These included questions about the impartiality of state institutions, we were concerned about hate speech against civil society and dissent, and the passage of the "Foreign Influence Transparency" law, which was also divisive. During the observation, before and during the voting, we noticed cases of voter bribery and vote duplication, especially in rural areas. In our experience, we observed two worlds - that is, there were two worlds, one was inside the polling station, where inside, the voting process was well administered, and the other world, that was outside, outside the polling stations. The presence of the cameras of the ruling party in front of the polling stations and also the registration of voters created a climate of pressure and also organized intimidation by the party. It felt like a big brother was watching us. Also, there were uneven conditions and shortcomings during the process, thus undermining the credibility of its results and its fairness. It should also be noted that when we were observing the elections in the villages, the car of one of the observers was vandalized. Government representatives should pay attention to these issues, as it is related to the implementation of the monitoring process by the Parliamentary Assembly of the Council of Europe. I would like to thank our delegation, 31 members were from our mission, representatives of 21 different member states were our observers, representatives of the Venice Commission of the Council of Europe were also with us. I will present a more extensive report and recommendations, this will be done at our next plenary session in Strasbourg", said Julian Bulai.
