ISFED: The CEC's explanations on the important discrepancies in the gender data of voters are insufficient

The CEC's explanations on the significant discrepancies in the gender data of voters are insufficient, - it is stated in the statement issued by the "International Society for Fair Elections and Democracy".

As stated in the released statement, according to the latest data of the CEC, the difference between the levels of male and female voter activity at 275 polling stations exceeds 20 percentage points, including, at 243 polling stations where the activity of male voters unnaturally predominates, the average share of male and female voters in the unified list of voters is 50- It is 50 percent, while the average level of voter turnout from the single list in the same precincts is 48% for women and 77% for men.

"The International Society for Fair Elections and Democracy ("Fair Elections") once again echoes the unnatural characteristics of the election administration's data on voter turnout in the October 26 parliamentary elections. "Fair Elections" believes that the Central Election Commission (CEC), despite the two briefings held, failed to answer the main questions that "Fair Elections" raised in its November 7 statement regarding the number of voters participating in the elections. The election administration is obliged to provide the public with more information about the errors and unnatural indicators in the statistics produced and published by it and to explain in detail the reasons for this.

According to the statement made on November 8, the CEC explained the voting by more male voters than registered voters at 11 polling stations with inaccurate data received from precinct election commissions, although the election administration has not provided accurate data on voter activity at these polling stations in terms of gender. Therefore, it is unclear how the number of male and female voters participating in voting in these precincts is distributed.

The statement of the election administration regarding the fact that the change in the activity data of male and female voters affected only 150 voters of 11 election precincts is incorrect information. This is confirmed by the inexplicable changes in voter activity data published on the CEC website on October 26. For example, in 57 out of 73 constituencies, there was a decrease in the number of male voters, and in 2 constituencies, a decrease in the number of female voters, which can only be explained by the presence of errors or data manipulation. In total, after the voting day, the data of the CEC recorded a decrease in the number of male voters participating in the elections by 88,975 and an increase in the number of female voters by 91,911. It is noteworthy that in 10 election constituencies, inconsistencies were also revealed in the data of the total number of voters participating in the elections. For example, in #22 Marneuli electoral district, according to the information of the CEC on October 26, 41,766 voters were declared, and the latest data shows the declaration of 43,858 voters. The election administration did not explain what caused such illogical changes in the information it published and provided to the public, if the mistake was made only by the 11 precinct election commissions.

The election administration did not respond at all to the suspicious characteristics of the activity at those polling stations, where the difference between the levels of activity of male and female voters is unnaturally high. If the CEC excludes errors in the collection of data from such polling stations, the deviation of male or female voter activity from the normal distribution may indicate manipulations used in the voting process.

"Fair Elections" once again explains to the public that, according to the latest data of the CEC, the difference between the activity levels of male and female voters in 275 polling stations exceeds 20 percentage points. Among them, in 243 election precincts where male voter activity unnaturally predominates, the average share of male and female voters in the single list of voters is 50-50 percent, while the average level of voter turnout from the single list in the same precincts is 48% for women and 77% for men. In 32 polling stations with unnaturally high turnout of female voters, male voters are represented by an average of 51% and women by 49% in the unified list, although the average level of male voter turnout in these precincts is 48%, and 80% of female voters.

"Fair Elections" has not yet received the requested information from the CEC about the gender composition of the special lists in the election precincts. However, no matter how the number of male and female voters participating in the elections from the special list is distributed, based on the data of the CEC, the unnatural nature of voter activity in a significant part of the precincts remains unchanged.

"Fair Elections" calls on the CEC to provide complete answers to the questions addressed to it, to present receipts and reports on voter activity received from polling stations, and to provide the public with verifiably accurate information about the gender composition of voters participating in the October 26 elections by polling stations, which is important due to the unnatural results revealed by the statistical analysis. to explain the indicators", the statement said.
