According to Darakhvelidze, the police are granted the right by law to use coercive measures, including special means, both passive and active special means.
"Passive means include those means of defense that protect police officers from violent members of the demonstration. As for active means, whether it be water cannon, pepper spray, or other means, we use them based on the data specified in the law, that is, the main test here is proportionality based on the threat that exists and what is necessary to prevent the resulting damage, in this case, the police use all the means that are specified. The public saw that water cannons were used, in certain cases pepper spray was used, and if necessary, other means were used, although I cannot provide you with information about all the specific means now because this process lasted for a long time. You could see that for approximately 12 hours, each of our units was mobilized in the territory adjacent to the parliament. So, we used all the special means provided for by law within the limits established by the regulations,” said Aleksandre Darakhvelidze.
