As mentioned in the statement, despite the fact that the boy had a severe headache, nausea, pains in the whole body and it was difficult to move, on December 4, the isolation ward refused to transfer him to the clinic.
According to their information, despite the deterioration of the young man's health during the process, at first, judge Lela Tsagareishvili did not postpone the session.
According to the published statement, finally, due to the state of health, the trial of the detainee was postponed until December 12.
"It was necessary to transfer the beaten boy from the court to the clinic. A 20-year-old boy sought medical help for 35 hours. On December 4, at dawn, a 20-year-old boy who was arrested and severely beaten, who was in the Dighom detention center for more than 35 hours and we insisted on his transfer to a medical facility, was taken by an ambulance from the court building to Tbilisi Central Hospital. Due to his health condition, his trial was postponed until December 12.
Despite the deterioration of the young man's health during the process, at first, judge Lela Tsagareishvili did not postpone the session. The judge announced a break, and after some time, he told the lawyer of "Rights of Georgia" that an ambulance had already been called. However, when calling the operator of 112, the lawyer established that no emergency help was called in the Tbilisi City Court. The lawyer had to call an ambulance himself.
Despite the lawyer's description of the detainee's condition, the ambulance initially arrived on a quad bike, assessed the young man's condition and said that he would be taken to the clinic. Also, he offered the lawyer and the family to bring the detainee to the clinic on their own. In such a case, the costs of all medical examinations and further treatment would be borne by the young person (several such cases have already been reported). "Only after the insistence of the lawyer, an emergency brigade was called to the scene and took the beaten young man to Tbilisi Central Hospital," the statement said.
In addition, it is noted that on December 4, after visiting the detainees, the lawyer of "Rights of Georgia" made an official statement to the Dighom Isolator with the request to transfer him to the clinic. In the statement, the organization indicates that after the indifferent attitude shown by the doctors of the temporary isolation ward and the refusal to take him to the clinic, at the request of "Rights of Georgia", an investigator of the Special Investigation Service and a representative of the Public Defender's Office were with the 20-year-old young man. The representative of both agencies stated that the transfer of the beaten young man to the medical clinic is within the competence of the doctor of the temporary detention center.
"Rights Georgia" believes that the behavior of the detention center employees contradicts the practice of the European Court of Human Rights and the standards established by the Committee against Torture. A person under the effective control of the state should be provided with adequate medical services and treatment.
"This is not the first case of indifference shown by the doctors of the isolation ward. It should be noted that three days ago, due to the wrong assessment of the condition by the doctor of the temporary detention center, another beneficiary of the organization was also not transferred to the medical clinic. As a result, the said person lost consciousness several times during the trial. After being transferred to the Ghudushauri Medical Clinic, he was diagnosed with a broken nose and a concussion and needed an emergency operation. It should be noted that in this case too, the isolation doctor ruled out a concussion from the beginning, and did not pay due attention to the fractures," the statement said.
According to the information of "Rights of Georgia", representatives of the Ministry of Internal Affairs arrested a 20-year-old boy early in the morning of December 4 in the area near the metro station of the Technical University, when he was alone and waiting for a friend.
"It is said that masked persons in a pickup truck parked nearby started cursing and threatening him. He tried to leave the area, however, the masked men chased the fleeing boy with a car - they hit him, he fell out of the car and caught him.
"They begged me not to leave you alive. They told each other to kill him and throw him somewhere, who will know. They beat me and laughed at me," the detainee told the lawyer. The bleeding person had difficulty breathing and they covered his mouth with a hand - they hit him in the head, face and kicked him all over the body, threatening to rape and kill him.
After beating and insulting him, he was brought to Bukia, from where three policemen took him first to the division and then to the Dighom detention center," the statement said.
