"Georgian Dream" changes all the norms related to local self-government elections, which were reflected in the electoral legislation before the 2021 municipal elections and which were part of the agreement reached between the ruling party and the opposition unions within the framework of the "Charles Michel Agreement".

According to the agreement at that time, the number of members of the municipal councils elected proportionally increased, while the number of members elected by the majoritarian electoral system decreased. The threshold for electing members of the City Council with the proportional system was also reduced.

At the initiative of "Georgian Dream", the draft law was submitted to the parliament and is being considered in an accelerated manner, according to which the 4% electoral threshold will be returned to the local self-government elections of 2025. According to the 2021 agreement, the members of the Tbilisi City Council were elected by the proportional system with a threshold of 2.5%, and in the regions - with a threshold of 3%.

As for increasing the number of members of the City Council elected by the majoritarian electoral system, "Georgian Dream" submitted the following changes in this direction:

The council of the self-governing community will be composed of 15 members elected by the proportional election system and one member from all settlements (villages, townships, cities) in the relevant territory, which are part of this self-governing community, elected by the majoritarian election system.

In the administrative center of the self-governing community, where the number of voters is more than 4,000, but does not exceed 10,000, two members of the Sakrebulo will be elected by the majority election system.

In the administrative center of the self-governing community, where the number of voters is more than 10,000, but does not exceed 20,000, three members of the Sakrebulo are elected by the majority election system.

In the administrative center of the self-governing community, where the number of voters is more than 20,000, but does not exceed 35,000, four members of the Sakrebulo will be elected by the majority election system.

In the administrative center of the self-governing community, where the number of voters is more than 35,000, five members of the Sakrebulo will be elected by the majority election system.

As for the Tbilisi City Council, currently there are 10 majoritarian and 40 proportionally elected deputies in the 50-member City Council. According to the changes, 25 members of the 50 members of the Tbilisi City Council will be elected by majority election, and 25 members will be elected by proportional election.

As "Georgian Dream" states, the local self-government elections of 2025 will be held in exactly the same manner as the self-governments were elected in 2017.

"The management team emphasized that the reduction of the number of members elected by the majority electoral system in the municipal councils weakened the connection between the voter living in the relevant territory of the municipality and the majority member of the council, which was caused by the enlargement of majoritarian constituencies. The weakening of this connection is especially negatively reflected at the level of the municipality, where the members of the Sakrebulo should have even closer contact with the population and other activities, their daily work is to help provide the basic needs of the citizens, however, in order to reach an agreement, the management team was forced to go to this compromise.

Since then, the opposition parties have grossly violated a number of issues stipulated by the "Charles Michel Agreement", the agreement has lost its force", we read in the explanatory note of the draft law.
