The Parliament supported the increase of administrative fines and unanimously approved the relevant legislative package in the final, third reading, with 82 votes.
According to the draft law adopted by "Georgian Dream", the fine for damage to the appearance of the city increases from 50 GEL to 1000 GEL. The responsibility becomes stricter due to the disruption of traffic. For violating the norms of gatherings and demonstrations, the current fine is increased from 500 GEL to 5,000 GEL, and in the case of organizers, from 5,000 GEL to 15,000 GEL. In addition, a fine of 2,000 GEL is imposed for illegally wearing the uniform of the Ministry of Internal Affairs.
Blocking the road with vehicles in a city or other settlement or participating in a group traffic is currently punishable by a fine of 1,000 GEL. According to the changes made in the "Administrative Violations Code", apart from being fined 1,000 GEL, the offender will also be suspended from driving for a period of 1 year.
Administrative responsibility is becoming stricter and the amount of existing fines for disfigurement in municipal cities is increasing.
More concretely, arbitrary execution of various inscriptions, drawings, symbols on facades of buildings, showcases, fences, columns, trees and plants, as well as placing posters, slogans, banners in places that are not designated for this purpose, leaving fences and buildings unpainted - will lead to fines 1 000 in the amount of GEL. The same action, committed repeatedly, will result in a fine of 2,000 GEL.
Arbitrarily applying various types of inscriptions, drawings, symbols on the facades of the buildings of administrative bodies, as well as in their surrounding area, including on the roadway for pedestrians and vehicles, will result in a fine of 2,000 GEL. And repeating the said action will result in a fine of 3,000 GEL. According to the draft, if taking into account the circumstances of the case and the personality of the violator, the use of the mentioned measure is considered insufficient, the person will be subject to administrative imprisonment - up to 15 days.
The same action committed in the cultural heritage zone will lead to a fine of 2,000 GEL (the total amount of the fine is 1,000 GEL), and the repetition of the same action will be the basis for imposing a fine of 3,500 GEL.
Failure to correct the mentioned violation within 10 days after the fine will result in a fine of 1,000 GEL.
The existing fines are increasing in the case of the capital - Tbilisi.
Arbitrarily performing various types of inscriptions, drawings, symbols on facades of buildings, showcases, fences, columns, trees and plants, pedestrian and vehicle paths, placing posters, slogans, banners in places that are not designated for this purpose, without painting fences and buildings. Failure to do so will result in a fine of 1,000 GEL. According to the still valid law, the amount of the existing fine is 200 GEL.
The fine for repeating the same action increases from 1,000 GEL to 2,000 GEL.
Arbitrarily applying various inscriptions, drawings, symbols of Tbilisi on the facades of the buildings of administrative bodies, as well as in their surrounding area, including on the roadways of pedestrians and vehicles, will result in a fine of 2,000 GEL, and in case of repetition, in the amount of 3,000 GEL.
In the cultural heritage zone, the fine will be 2,000 GEL instead of 1,000 GEL. In case of repetition, the person will be fined in the amount of 3,500 GEL. Failure to correct the violation within 10 days after the fine will result in a fine of 1,000 GEL.
In addition, a new article is added to the "Code of Administrative Offenses" on wearing uniforms, clothes and paraphernalia prescribed in the system of the Ministry of Internal Affairs, as well as wearing clothes and paraphernalia similar to uniforms and paraphernalia - such action will lead to a fine of 2,000 GEL, confiscation of the object of the offense.
Disobedience of a minor to the legal request of a law enforcement officer will result in a parent being fined. In such a case, the parent or legal representative of the minor will be fined from 100 to 300 lamades.
