GYLA: "Georgian Dream" Declares Many Aspects of the Right to Protest as Violations – The Goal of the Amendments Is to Suppress Freedom of Assembly.

Additionally, the organization’s review emphasizes that the amendments are being considered under an accelerated procedure, stressing that this is not merely a procedural detail of the legislative process. The way legislative initiatives are reviewed—both quantitatively and substantively—serves as a fundamental indicator of the quality of deliberative democracy.
"These amendments, which are aimed against freedom of assembly, are also being considered under an accelerated procedure. According to Georgian legislation, fast-tracked consideration and adoption of draft laws mean their approval within one week of plenary sessions. However, this is not just a procedural detail of the legislative process. The quantitative and substantive aspects of legislative initiatives reviewed in this manner are essential indicators of the quality of deliberative democracy. A thorough examination of planned legislative regulations, high public involvement in the process, and the ability of society to influence the content of the laws directly impact their legitimacy and quality. The improper use of exceptional legislative procedures undermines the principles of the rule of law and legal security."
It is noteworthy that amendments restricting the freedoms of assembly and expression were also introduced into the code under an accelerated procedure in December 2024. The Georgian Dream parliamentary majority is once again reviewing these amendments in a fast-tracked manner, according to the assessment.
