The government plans to establish a public law legal entity - the "State Grant Management Agency," which will allocate grants to public organizations.
The draft law has already been initiated in Parliament and will be considered under expedited procedures. The project was prepared by the government.
According to the government, the State Grant Management Agency will distribute budget funds to selected public organizations following the procedures established by law.
The explanatory note of the project states that within the framework of the 2025 state budget, 20 million GEL is allocated to support civil initiatives, which will be used both for the creation and functioning of the agency, as well as for funding the grants to be distributed.
Approximately ten people will be employed by the State Grant Management Agency.
"Public organizations are an integral part of democratic society and the state. Such organizations play a significant role in the country's development, depending on their supervisory (so-called watchdog), analytical (so-called think tank), or service provider profiles. They monitor government activities in various areas, offer alternative solutions to issues, contribute to shaping public opinion, and by offering specialized services to different public groups, fulfill auxiliary functions for the government.
Although the activities of public organizations are independent from the state, several European countries have a successful practice of promoting and supporting their development with state funding.
In several countries, the implementation of a unified state support policy for such organizations, including announcing public competitions for their financial support, is ensured by independent structural units created specifically for this purpose.
Considering the above and the fact that foreign actors are the main source of funding for public organizations in Georgia, which involuntarily determine the agenda of these organizations, the Georgian government’s initiative is to create a public law legal entity - the State Grant Management Agency, under the control of the Georgian government, with the aim of supporting public organizations operating in Georgia whose activities align with the country’s priority development directions," reads the explanatory note of the draft law.
