"Georgian Dream" plans to tighten liability for actions related to drugs, including the cannabis plant and marijuana.

In this regard, amendments to eight different laws have been submitted to Parliament, including changes to the "Criminal Code," the "Code of Administrative Offenses," and the "Law on Organized Crime and Racketeering."

New provisions will be added to the "Criminal Code," establishing criminal liability for actions such as:

  • The illegal production, manufacture, transportation, or shipment of narcotic substances, their analogs, precursors, or new psychotropic substances;
  • The sale of psychotropic substances, their analogs, potent substances, the cannabis plant or marijuana, other narcotic substances, their analogs, precursors, or new psychotropic substances;
  • The illegal production, manufacture, transportation, or shipment of psychotropic substances, their analogs, or potent substances.

Additionally, administrative liability will be tightened for the illegal preparation, acquisition, storage, transportation, shipment, or use of narcotic substances, their analogs, or precursors in small quantities without a doctor's prescription.

The draft law also defines the concepts of drug trafficking and drug dealers. It clarifies who may be considered a drug dealer’s family member, close relative, or associated person, and establishes what will be classified as a drug dealer's property.

Furthermore, under specific articles of the "Code of Administrative Offenses," individuals may face restrictions for up to five years on driving vehicles, working in public service, and manufacturing, acquiring, storing, or carrying weapons.

The legislative package has been initiated by MPs from "Georgian Dream" and "People's Power."
