As Khazaradze noted, the Georgian government spent up to 72 million GEL on legal services, instead of providing it as a guarantee, and now the Anaklia port would have been completed and put into operation.

Before the start of the arbitration dispute, the consortium officially appealed to the government to end the dispute by settlement, which automatically meant the completion of the construction of the port - accordingly, the retention of Georgian, American and European investors in the project.
The government refused to settle, spending up to 72 million GEL on legal services, budget and public money in order to completely kill the project. Instead, if this amount had been given as a guarantee to the government when international banks requested it, the port would have been completed now and operating at full capacity.
