"Receiving foreign grants will require the approval of the government or a person authorized by the government. Receiving a grant without approval will be prohibited and will result in accountability.
In this regard, amendments are being made to the 'Grants Law,' which was introduced in Parliament by the 'Georgian Dream' faction. The draft law will be reviewed and adopted in an expedited manner.
According to the draft, a 10-day deadline is set for the government to declare its consent regarding the issuance of a grant. Challenging the government's decision will not suspend its effect.
The draft also stipulates that the Anti-Corruption Bureau will monitor the issuance and receipt of prohibited grants. Receiving a prohibited grant will result in a fine for the grant recipient in an amount double the value of the grant.
The draft law also establishes exceptions—specifically, the requirement for mandatory government consent does not apply to grants issued by international sports associations, federations, and committees, grants for studying abroad at the secondary or higher education level, individual scholarships for scientific work, or grants received from international organizations operating in Georgia."
