According to the State Security Service report, a certain group of individuals planned to provoke civil unrest and destabilization, the ultimate goal of which was to change the government by force.
The State Security Service report states that the actions of certain groups of individuals were managed by funding from foreign countries, by leaders of specific parliamentary and non-parliamentary political parties and heads of non-governmental organizations.
“During the reporting period, a certain group of individuals operating in and outside the territory of Georgia, under various pretexts (including the adoption of the “Law on Transparency of Foreign Influence”, “rigging” of parliamentary elections), planned to provoke civil unrest and destabilization in Georgia, the ultimate goal of which was to change the government by force.
The actions of certain groups of individuals were managed by funding from foreign countries, by leaders of specific parliamentary and non-parliamentary political parties and heads of non-governmental organizations.
At various times, Georgian citizens living abroad were actively involved in criminal plans, in particular, a specific part of Georgians fighting in Ukraine, who declared their readiness to come to Georgia and take an active part in the planned violence against the police, which would lead to an extreme tension of the situation. Among them, there were plans to kill officials of the ruling power.
The goal of the organizers of the protests was the so-called “Maidanization” of the ongoing processes. It was planned to paralyze Tbilisi’s transport hubs, block access roads to government institutions and strategic facilities, and bases for the deployment of law enforcement agencies, and set up so-called tent cities on central avenues.
In order to increase the intensity and radicalism of the protests, it was planned to provoke law enforcement officers into confrontation with the demonstrators, which would result in casualties. For this purpose, pyrotechnics and so-called “Molotov cocktails” were used by certain youth groups, the report states.
In addition, the report states that, according to available information, the organizers of the protests also planned to disrupt the Georgian presidential election process on December 14, 2024.
"For this purpose, the maximum tension of the situation was considered in the area surrounding the Parliament of Georgia, which would result in casualties and the government would be held responsible for it.
The special target of the aggression of the organizers of the protests was the employees of the law enforcement agency. In order to demoralize and provoke them, methods related to the organization of the so-called "color revolutions" were used, such as threats, bribery, and staging their transition to the side of the protests, which, ultimately, aimed at creating a feeling of the collapse of state structures," reads the report.
