The definition of a grant in the Law on Grants has been further clarified - technical or expert assistance, knowledge sharing, and other similar contributions will be considered grants.

Georgian Dream MP Tornike Cheishvili spoke about the aforementioned legislative initiative at the plenary session of the Parliament. The amendments he submitted to the Law on Grants will be part of the draft law, according to which grants implemented within the framework of the European Union's research and innovation program, Horizon Europe, and the European Union's Erasmus+ program will no longer be subject to the obligation to receive consent from the government.

According to Tornike Cheishvili, the changes will concern the areas of use of funds issued within the framework of the grant, and they are related to the humanitarian sphere, defense and security. According to him, the law will also clarify the list of grant-issuing entities and clearly indicate that any financial funds issued by any international organization can be considered a grant.

The Parliament will consider the planned amendments to the Law on Grants in the first hearing.

In addition, the Georgian Dream has already adopted a law, according to which the issuance of a grant requires the approval of the government or an authorized person/body determined by the government. Acceptance of a grant issued without consent is prohibited. The Anti-Corruption Bureau has been tasked with monitoring the issuance and receipt of unauthorized grants.
