According to research conducted by the Institute for Social Studies and Analysis (ISSA), the majority of Georgia’s population, a clear majority of Tbilisi residents, and every second resident of the regions believe that the country is developing in the wrong direction.
To the question: In your opinion, generally speaking, is Georgia developing in the right direction, or do you think the country is developing in the wrong direction?
Nationwide, 33.0% of respondents believe the country is developing in the right direction.
57.1% believe it is developing in the wrong direction.
6.6% think it is not developing in either direction.
3.3% don’t know or refused to answer.
In Tbilisi:
19.8% of respondents think Georgia is developing in the right direction.
74.0% believe it is developing in the wrong direction.
2.5% say it is developing in neither direction.
3.7% don’t know or refused to answer.
In the regions:
38.5% believe the country is developing in the right direction.
50.0% believe it is developing in the wrong direction.
8.4% say it is not developing in either direction.
3.1% don’t know or refused to answer.
The quantitative study was conducted by the Institute for Social Studies and Analysis (ISSA) between May 5 and 20, 2025, based on interviews with 2,000 adult respondents across Georgia. The face-to-face interview method was used. The margin of error for the full sample is ±2.2% at a 95% confidence level. Data was weighted according to demographic variables (gender, age, education level, region, urban/rural), as well as the results of the 2024 parliamentary elections. The research was carried out by ISSA in cooperation with the American organization Rosner Research LLC.
