"These are not prohibitions — on the contrary, they are specific provisions that establish order, which are necessary and derived from European countries and other nations with strong and leading democracies," said Georgian Dream MP Davit Matikashvili in response to the issue of banning photo-video recording and live broadcasting by the media in court buildings, courtrooms, and court premises.

According to him, Georgian Dream is taking examples from democratic and leading countries on how such matters can be regulated.

"These are not prohibitions — rather, they are specific rules meant to establish order. They are necessary and have been adopted from European and other countries with strong and leading democracies. Nowhere in the world is there blanket permission for everyone to record and broadcast everything freely.

You may have seen, for example, how court proceedings in the United States are handled — they make courtroom sketches. These are made precisely because filming is not allowed, and there is no permission to record. We are following the path of democratic development and taking examples from democratic, leading countries on how such issues should be regulated," Matikashvili stated.

For context: Photo-video recording and broadcasting by media in court buildings, courtrooms, and court premises will be prohibited. The authority to record will belong to the court itself or to a person authorized by the court. This is part of a series of amendments to the Law on Common Courts, which has already been introduced in Parliament.

According to the draft law, the court may release photo, film, or video materials of court proceedings in its possession, provided it does not violate the law. The same draft stipulates that video or audio recording of court sessions will only be allowed based on a substantiated request and a reasoned decision made by the judge.
