The OSCE Parliamentary Assembly’s very strong conclusion is yet another failure on the international stage for the “Georgian Dream” government, – said Grigol Gegelia, one of the leaders of “Lelo – Strong Georgia,” in response to the document adopted by the OSCE Parliamentary Assembly.
According to Gegelia, the OSCE Parliamentary Assembly’s resolution explicitly calls on “Georgian Dream” to hold new parliamentary elections.
“This is a conclusion that clearly, in black and white, calls on Georgian Dream’s Russian-style regime to hold new parliamentary elections, which must take place under free conditions. It declares that the October 26, 2024 process and its outcomes cannot be considered a democratic process, and therefore states that these were not legitimate elections by the standards of democratic countries,” said Gegelia.
For reference, the “Porto Declaration and Resolutions” adopted by the OSCE Parliamentary Assembly includes a resolution titled “Resolution on Supporting Democracy and OSCE Values in Georgia.”
According to the resolution, the OSCE:
1. Expresses deep concern over the conduct of the October 26, 2024 parliamentary elections in Georgia, during which the OSCE/ODIHR observation mission identified numerous violations;
2. Is concerned by violations of electoral procedures and the unprecedented use of administrative resources, which undermine the principles of free and fair elections in Georgia and the credibility of the results;
3. Condemns the disproportionate use of force against peaceful protesters who stand firmly for Georgia’s European and democratic future;
4. Is concerned by the arrests of journalists, activists, and opposition politicians, and by politically motivated persecution;
5. Expresses disappointment that the Georgian government is using all available tools to consolidate its power by adopting new laws on “foreign agent registration,” “radio and television,” and “grants”;
6. Notes that the situation in Georgia continues to deteriorate, with the government moving further away from the path of European integration;
7. Expresses deep concern over the growing negative rhetoric against the European Union and the framing of the EU as entirely unacceptable;
8. Is extremely concerned that strengthening ties with the Russian Federation and China raises serious doubts in light of Georgia’s declared European aspirations.
The OSCE Parliamentary Assembly:
9. Calls on the Georgian government to:
a. De-escalate the situation and engage in national dialogue with all relevant stakeholders to find a way out of the current crisis and restore public trust in Georgian democracy;
b. Respect the rights to freedom of assembly and expression and refrain from the use of force against peaceful protesters, politicians, and media representatives;
c. Return to the path of European Union integration;
10. Continues to support the Georgian public’s pro-European aspirations, demonstrating firm commitment to democratic values and a vision of the country’s future in Europe;
11. Reaffirms its support for Georgia’s territorial integrity and sovereignty within its internationally recognized borders;
12. Calls on the Russian Federation to revoke its recognition of Georgia’s Abkhazia and South Ossetia regions as independent states, to implement the 2008 EU-mediated ceasefire agreement, and to end the militarization of these regions and efforts to separate them from the rest of Georgia by force.
