The Prosecutor's Office has charged the Head of the Project Management and Technical Assistance Department of the Rural Development Agency

The Prosecutor's Office of Georgia has charged the Head of the Project Management and Technical Assistance Department of the Non-Entrepreneurial (Non-Commercial) Legal Entity (A(A)IP) Rural Development Agency. This information was disseminated by the Prosecutor's Office.

According to the agency, an investigation conducted by the Investigative Service of the Ministry of Finance established that since 2019, the A(A)IP Rural Development Agency has been providing co-financing for individuals and individual entrepreneurs to purchase agricultural equipment, based on the relevant government resolution.

“Between 2021 and 2024, with the intent to unlawfully appropriate large sums allocated under this project, the accused was actively involved in the criminal activities of an organized group. Together with a former agency employee and other group members, the accused misappropriated significant state funds using forged documents. At this stage, the damage established by the investigation exceeds 800,000 GEL.

The accused has been charged under Articles 180, 210, and 362 of the Criminal Code of Georgia (fraudulent appropriation of a large amount of another’s property by an organized group through deception, group production and use of forged tax documents, and production and use of forged official documents). The offense carries a penalty of imprisonment ranging from 7 to 10 years.

The Prosecutor's Office will file a motion with the court within the legally stipulated period to apply detention as a preventive measure against the accused.

We remind the public that on July 18, 2025, the Prosecutor's Office of Georgia charged 12 other members of an organized criminal group in connection with the fraudulent appropriation of grants totaling 826,815 GEL under the ‘State Program for Co-Financing Agricultural Equipment.’

The investigation continues at the Investigative Service of the Ministry of Finance to identify similar criminal activities within the framework of the aforementioned program and to expose other members of the organized group,” the statement reads.
