Tbilisi Mayor Kakha Kaladze has instructed the Municipal Inspection to take appropriate measures to ensure the acceptance of completed residential buildings into operation.
During a session of the Tbilisi government, Kaladze addressed the head of the Tbilisi Municipal Inspection, urging them to strengthen monitoring and implement all measures stipulated by legislation to protect the legitimate interests of property owners in cases where construction is completed but the client company fails to fully and properly fulfill its obligations for the building to be accepted into operation.
According to Kaladze, this poses a significant problem for families who have conscientiously purchased apartments in completed buildings but are unable to have them accepted into operation due to the negligence of the builder or developer.
Kaladze emphasized the importance of preventive measures and stricter monitoring in this regard.
“Ensuring the quality control and oversight of construction activities is a top priority for us, including the acceptance of completed buildings into operation and confirming compliance with permit conditions.
Over the years, there have been specific challenges related to the acceptance of multi-apartment residential buildings into operation due to various architectural violations. These issues have caused difficulties for thousands of families and conscientious property owners, who have been living in extremely challenging conditions because their residential buildings were not accepted into operation. Since their properties did not have the status of being completed, homeowners’ associations could not be established in these multi-apartment residential buildings, and owners were unable to benefit from municipal programs.
To address this issue, the municipality developed a temporary procedure for accepting such construction projects into operation. With the support of the Parliament, legislative changes were made, and applications for the acceptance of such buildings into operation were received until July 27, 2023,” Kaladze stated.
According to the Mayor, under this temporary procedure, based on the conclusions of state-accredited expert bureaus and compliance with safety standards, 910 completed buildings have already been accepted into operation, allowing nearly 30,000 families (property owners) to receive legally sound property and the opportunity to benefit from homeowners’ association programs and other municipal services.
“Additionally, within the framework of the temporary procedure, the issue of accepting 230 multi-apartment residential buildings into operation, affecting nearly 10,000 families (property owners), is currently under consideration. Given numerous requests from the residents of these buildings, I instruct the Municipal Inspection to take into account the population’s requests and take appropriate measures to expedite the process and ensure the timely acceptance of these residential buildings into operation, including facilitating on-site property assessments, assisting with the preparation of required documentation, and providing additional consultations.
The municipality has tightened legislation related to the acceptance of buildings into operation to improve construction quality on the one hand and, on the other, to increase interest and motivation among permit-holding construction companies and interested parties to promptly apply for the acceptance of completed construction projects into operation and confirm compliance with permit conditions.
We have tangible results in this direction, with an increase in both applications and the rate of acceptance into operation. Since 2018, the Municipal Inspection has accepted nearly 7,000 buildings into operation, constructed in compliance with current legislation, construction norms, standards, and permit conditions,” the Tbilisi Mayor noted during the government session.
