At this stage, the identified circumstances give rise to reasonable suspicions that specific employees of the Special Penitentiary Service, inmates under their influence, and convicted individual Giorgi Bachiashvili may have acted in collusion. Additionally, the motivation behind placing K. Metreveli in the same cell as Bachiashvili raises certain doubts, according to a statement released by the Special Penitentiary Service regarding the confrontation that occurred in Giorgi Bachiashvili’s cell.
According to the agency’s statement, within the framework of disciplinary proceedings, the identified circumstances were examined. Given that, during the ongoing investigation and internal review, senior officials continued to hold their positions, which could potentially hinder the establishment of objective truth in the case, the head of Penitentiary Institution No. 8 and the deputy director of the Penitentiary Department of the Special Penitentiary Service resigned from their positions.
"An investigation is underway in the General Inspectorate of the Ministry of Justice regarding the physical confrontation that occurred on July 11 of this year in a cell of Penitentiary Institution No. 8 between K. Metreveli and G. Bachiashvili, under Article 126, Part 1 of the Criminal Code of Georgia.
Within the scope of the ongoing investigation, possible disciplinary violations by certain employees of the Penitentiary Service were identified. Based on a request from the General Inspectorate of the Ministry of Justice, disciplinary proceedings were initiated on August 19 in the Monitoring Department of the Special Penitentiary Service.
As part of the disciplinary proceedings, various individuals were questioned, including the head of Penitentiary Institution No. 8, employees of the institution and the Special Penitentiary Service, convicted individual G. Bachiashvili, convicted individual K. Metreveli, and other convicted persons who may have had some form of contact with Bachiashvili.
The results of the review at this stage raise reasonable suspicions that specific employees of the Special Penitentiary Service, inmates under their influence, and convicted individual G. Bachiashvili may have acted in collusion.
Additionally, the motivation behind placing K. Metreveli in the same cell as G. Bachiashvili also raises certain doubts.
Considering the circumstances identified during the disciplinary proceedings and the fact that, during the ongoing investigation and internal review, senior officials continued to hold their positions, which could potentially obstruct the establishment of objective truth in the case, the head of Penitentiary Institution No. 8, D. Gogoberishvili, and the deputy director of the Penitentiary Department of the Special Penitentiary Service, G. Kemoklidze, resigned from their positions," the statement reads.
