The Special Penitentiary Service has released footage obtained as a result of video surveillance in the cell of convict Giorgi Chikvaidze, where "according to Chikvaidze, he was ill-treated."
As the Penitentiary Service explains, the video footage includes episodes from September 20-22, 2025, where it is clear, several times during the day, how the convict, together with his cellmates, receives food both provided for by the food ration for the accused/convicts and purchased at a store located on the territory of the penitentiary institution.
The case concerns Chikvaidze's statement, in which he addressed the Minister of Justice and said that "he mockingly threw 1 cutlet at 3 prisoners sitting in the cell."
"On September 22, 2025 (in the afternoon), G. Chikvaidze was offered food from the menu established for defendants/convicts with liver disease in accordance with the joint order of the Minister of Justice of Georgia and the Minister of IDPs from the Occupied Territories of Georgia, Labor, Health and Social Protection "On Determining the Nutrition and Sanitary and Hygienic Norms of Defendants and Convicts", of which the convict agreed to receive only cutlets (without side dishes). Since September 17, 2025, Chikvaidze has been on a diet for defendants/convicts with liver disease, and according to the aforementioned menu, on September 22, 2025 at 1:35 p.m., he was provided with food (cutlets), while the menu of his cellmates on September 22, 2025 did not include cutlets at all.
We would like to clarify that none of the cellmates of convict G. Chikvaidze requires diet food, they are provided with food in accordance with the menu-schedule established by the above-mentioned order for “convicts in closed and special-risk detention facilities and defendants in detention facilities”. Therefore, the cutlet served to convict G. Chikvaidze was intended only for him, and was not a portion intended for three people.
The Penitentiary Service expresses its readiness to provide convicted G. If necessary, action will be taken against Chikvaidze in accordance with the conditions of stay of hunger-striking defendants/convicts in penitentiary institutions,” the information states.
For information, Giorgi Chikvaidze addressed the Minister of Justice in the court on September 25. As Chikvaidze noted, “one cutlet was thrown at 3 prisoners sitting in a cell as a mockery.”
“I would like to address Mr. Salia, I have requested my documentation and will make public the video of September 22, which shows that a cutlet was thrown at 3 prisoners sitting in a cell as a mockery,” Chikvaidze noted.
