Ministry of Foreign Affairs: The UN Human Rights Council adopted a resolution on Georgia’s occupied territories - “Cooperation with Georgia”

On October 8, 2025, in Geneva, the UN Human Rights Council adopted a resolution on Georgia’s occupied territories titled “Cooperation with Georgia.” This information was disseminated by the Ministry of Foreign Affairs of Georgia.

The ministry notes that the resolution, which Georgia has been presenting since 2017 and which focuses on the human rights situation in Georgia’s occupied territories, was adopted by consensus for the first time.

The resolution was presented at the Council’s session by Georgia’s Deputy Foreign Minister, Lasha Darsalia.

“By adopting the resolution by consensus, the Human Rights Council expressed unprecedented support for Georgia.

The resolution reaffirms the Council’s support for Georgia’s sovereignty and territorial integrity within its internationally recognized borders.

The resolution expresses serious concern about various forms of discrimination and human rights violations committed against the ethnic Georgian population in the Russian-occupied Abkhazia and Tskhinvali regions.

The resolution emphasizes the importance of the Geneva International Discussions established based on the August 12, 2008, ceasefire agreement.

As in the previous year, the document includes a reference to the occupation of Abkhazia and the Tskhinvali region by Russia, as well as the decisions of the European Court of Human Rights from 2021–2024.

The Council expresses concern that international and regional human rights monitoring mechanisms are not granted access to the occupied territories. In this regard, the Council demands the immediate and unrestricted access of the Office of the UN High Commissioner for Human Rights and other international and regional human rights mechanisms to the occupied regions of Abkhazia and Tskhinvali,” the statement reads.
