Special Penitentiary Service arrests former Deputy Director of Penitentiary Department in connection with incident in Giorgi Bachiashvili's cell

Officers of the Anti-Corruption Agency of the State Security Service of Georgia have detained Giorgi Kemoklidze, former Deputy Director of the Penitentiary Department of the Special Penitentiary Service, in connection with an incident that occurred in the cell of Giorgi Bachiashvili, the former head of the Co-Investment Fund.

“We would like to inform the public in detail about the developments in the Penitentiary Department regarding the case of Giorgi Bachiashvili, which, in turn, is related to the detention of G.K., as well as in the investigative direction.

According to the information obtained by the State Security Service, G.K., with prior agreement with prisoner Giorgi Bachiashvili, brought two specially selected prisoners into his cell, who, according to a preliminary scenario, were supposed to simulate physical retribution against Giorgi Bachiashvili, which they were unable to carry out at that stage. After that, in order to complete his plan, G.K. brought prisoner K.M. into Bachiashvili’s cell. As soon as he entered, Giorgi Bachiashvili, taking into account previous experience, strained relations with K.M. without any arguments, which led to a minor physical confrontation between them. After the aforementioned incident, as planned, this story was spread by various media outlets as if prisoner Giorgi Bachiashvili was beaten, which in turn was primarily in the interests of Giorgi Bachiashvili and was the primary goal of the staging planned together with G.K.

The ultimate goal was to use the disseminated information in favor of Giorgi Bachiashvili, both for internal PR purposes and against the victim of the case, as well as in the same direction in the Strasbourg court.

Based on the above information, there was a reasonable suspicion that the basis of the agreement, with a high probability, could have been a corruption deal, which is why the case was transferred from the Ministry of Justice to the Anti-Corruption Agency of the State Security Service for investigation.

The materials obtained by the investigation further strengthened the above-mentioned information, since the existing evidence confirms that:

G.K. abused his official authority. In particular, by his order, in June 2025, in a cell in the institution where the convicted Giorgi Bachiashvili was held, two prisoners N.J. and I.G., transferred from another penitentiary institution, were placed without any registration (so-called transfer), who spent 10 days in the cell with Giorgi Bachiashvili. By order of the Chief of Police, the surveillance cameras at the entrance door of the cell were turned off so that the aforementioned persons would not be recorded entering and leaving Bachiashvili's cell, and after they left Bachiashvili's cell, by order of the Chief of Police, the video footage depicting the above-mentioned two prisoners and Giorgi Bachiashvili being together in the cell was completely deleted.

One circumstance is very noteworthy: up to now, neither G.Q. nor Giorgi Bachiashvili, either in the investigation or in the public space, have mentioned the fact that the two prisoners mentioned above were in the same cell with Giorgi Bachiashvili. They hid this from both the investigative body and the public, despite the fact that the convicted Giorgi Bachiashvili and his entourage communicated with the public in detail. It should also be noted that in the multi-volume criminal case, up to yesterday, not a single witness has mentioned the ten-day accommodation of the two prisoners mentioned above with Giorgi Bachiashvili.

In addition, on July 11, 2025, prisoner K.M., who was transferred from another penitentiary institution, was also placed in Giorgi Bachiashvili's cell. After which, prisoner Bachiashvili's side informed the public that Bachiashvili was allegedly beaten in the cell by another prisoner, although the investigation, including witness testimonies, establishes that in reality several hours before the incident, by order of G.K., the surveillance cameras in Bachiashvili’s cell were turned off so that no video recording could be made, and therefore, what actually happened in Giorgi Bachiashvili’s cell would not be disclosed. This, in turn, confirms the fact of intent related to staging the beating of Bachiashvili.

G.K. is detained under Article 332 of the Criminal Code for the committed act, which implies abuse of official authority.

The investigation into the case continues to identify the other details important to the case, and the possible complicity of other persons in the crime,” said Emzar Gagnidze, Director of the State Security Service’s Anti-Corruption Agency.
