Ministry of Internal Affairs: Law enforcement officers prevented a contract killing – one person detained

The Ministry of Internal Affairs (MIA) of Georgia reports that, through a joint successful special operation conducted together with the State Security Service, law enforcement officers have prevented a contract killing and detained one individual born in 2007.

According to the Ministry, an investigation conducted by the Kakheti Police Department established that the accused was instructed and hired by a criminal authority abroad, Elmuraz Mamedov, to kill a resident of the village of Kabal in the Lagodekhi municipality. The motive was that the intended victim had refused to pay USD 200,000 demanded through intimidation by Elmuraz Mamedov.

“The defendant failed to carry out the order. Law enforcement officers detained him for preparing a contract killing and illegally purchasing, possessing, and carrying a firearm and ammunition.

During a personal search, a Makarov-type handgun, a magazine, and cartridges were seized.

The detainee has confessed to the crime. In addition, his involvement is confirmed by covert investigative actions, inspection of his mobile phone, and other evidence,” the Ministry said.

The investigation is underway under Articles 18-109 and 236 of the Criminal Code of Georgia (preparation for premeditated murder and illegal possession of firearms).

Operational and investigative actions continue to identify other persons involved in the criminal network and to uncover any additional offenses connected to the detained suspect and criminal authority Elmuraz Mamedov.

The Ministry reminded the public that multiple criminal cases are already ongoing against Elmuraz Mamedov. Over the past few months, he has been charged in absentia in several cases, including for a contract killing committed in Lagodekhi municipality earlier this year.

Currently, Mamedov, wanted under an Interpol Red Notice, remains in hiding abroad. Law enforcement agencies are working intensively to locate, arrest, and bring him to justice through all necessary investigative, procedural, and operational measures.

“The Ministry of Internal Affairs continues its uncompromising fight against organized crime on a daily basis and carries out corresponding preventive and operational measures,” the statement concludes.
