The new Election Code changes the definition of elections and, with it, referendums and plebiscites - in all three cases, it is indicated that they shall be held within the state borders of Georgia.
The current election law states that a referendum is a general public poll for the purpose of universal, equal and direct expression of will, by secret ballot, to finally resolve especially important state issues, which is held throughout the territory of Georgia.
The entry related to “the entire territory of Georgia” is replaced by the words - “within the state borders of Georgia”. According to the draft initiated in the Parliament, a referendum is a general public poll for the purpose of universal, equal and direct expression of will, which shall be held within the state borders of Georgia, by secret ballot, to finally resolve especially important state issues.
In the case of elections and plebiscites, reference is also made to holding them “within the state borders of Georgia.”
A new version of the Election Code has been initiated in the parliament. It was submitted by the deputies of the Georgian Dream.
