Colliers Georgia, Colliers UK, and Colliers Azerbaijan have completed a major advisory assignment for Azerbaijan Railways CJSC (ADY), delivering a five-year Property Development Strategy. This collaboration represents one of the most significant projects undertaken by Colliers in Azerbaijan and highlights firm's growing presence in the region.
Over a four-month period, the team carried out a comprehensive assessment of ADY’s national property portfolio, reviewing more than 3,000 buildings and over 2,000 land plots. This analysis informed a strategic framework designed to support sustainable development, enhance asset performance, and unlock long-term value. The approach incorporates transit-oriented development principles, public-private partnership opportunities, and diversified revenue models aligned with ADY’s future vision.
Colliers prioritised high-potential sites, primarily in Baku, Ganja and border regions, based ontheir strategic relevance and development viability. For each asset, the team prepared high-level development concepts and detailed cost-benefit analyses, outlining both quick-win opportunities and long-term transformational projects.
This assignment marks an important milestone for Colliers Azerbaijan and demonstrates the successful collaboration between the Georgia, UK, and Azerbaijan offices. By combining regional expertise with international best practice, Colliers has created a clear and actionable road map to help ADY unlock the full potential of its real estate portfolio and support wider economic and urban development across Azerbaijan.
