“Using chemical substances against peaceful demonstrators constitutes a crime that exceeds both legal and moral boundaries. For the sake of personal interests, you are ready to harm your own citizens and use water contaminated with chemicals against them, and then attempt to cover up this crime,” said Giga Parulava, a deputy from “Gakharia for Georgia,” during his speech at a plenary session of the Parliament, addressing members of the majority.
Parulava emphasized that a temporary investigative commission should be established in Parliament to examine the incident.
“The alleged crime committed against peaceful demonstrators has gone beyond domestic political boundaries and has become a matter of international scrutiny. We heard your admission that the water cannon indeed contained certain chemical substances. You say that you added some substance to the water used against citizens and claim there is no problem because it was not ‘camite.’ We are dealing with such a serious potential crime that it is impossible to close and suppress it so eagerly and rapidly within five days. You seem to think that having state institutions and all legal levers under your control allows you to easily defend and conceal such actions against the people - which you yourself admitted. Enforcement of law regarding such actions and crimes is not subject to your jurisdiction or to time limits, and ultimately it is absolutely impossible to escape accountability.
Using chemical substances against peaceful demonstrators constitutes a crime that exceeds both legal and moral boundaries. How and why did the idea of adding something to the water cannon even arise? Who came up with this desire, and how was it executed in practice? Human health and life take precedence above everything, and it is your duty to ensure their protection! Instead, for the sake of personal interests, you are ready to harm your own citizens and use water contaminated with chemicals against them unlawfully, illegitimately, and disproportionately, and then attempt to cover up this crime. The problem is not only with the substances - the problem is the attack on peaceful people! Closing a street does not grant the right to use a water cannon. This was an illegitimate and unacceptable use of force.
An independent investigation today is not only a political demand but a humanitarian necessity. The fact is that none of the incidents of violence against peaceful demonstrators and journalists have been investigated so far, and no perpetrator has been brought to justice. Therefore, society has legitimate distrust: you protect not the law, but lawbreakers.
Based on this, we propose the creation of a temporary investigative commission in Parliament. This is the only instrument for the public to hear answers directly and assess the truth for themselves. It is each of your personal choices - whether you can save your name from this serious crime or whether you wish to participate in the cover-up operation. If you are innocent and have nothing to hide regarding actions committed in the name of law enforcement, support the commission,” Parulava stated.
