Parliament рассмотрed the legislative amendments related to driving licenses under an expedited procedure and approved them in the third reading unanimously, with 89 votes.
According to the final amendments made to the Administrative Offences Code, driving licenses will be returned to individuals who committed administrative offences before December 16, 2025. The changes apply to drivers whose driving privileges were suspended by the police under Articles 45, 45¹, 115¹, 116, and 123 of the Administrative Offences Code.
In addition to the return of suspended driving licenses, the main novelty of the amendments is the abolition of the legally defined possibility of early restoration of driving rights and early return of a driving license.
As a result, early restoration of driving privileges will no longer be available to individuals who commit the following administrative offences: evading a drug test to determine whether a driver is under the influence of narcotic drugs, psychotropic substances, or new psychoactive substances while driving; driving a vehicle under the influence of alcohol; and other specific administrative offences related to driving, as well as leaving the scene of a traffic accident or failing to comply with a police officer’s lawful order to stop a vehicle.
