Otar Partskhaladze to be charged in the murder case of Levan Jangveladze

Former Chief Prosecutor Otar Partskhaladze will be charged in connection with the murder of Levan Jangveladze.

This was announced by Deputy Minister of Internal Affairs Aleksandre Darakhvelidze during a briefing, where he stated that the Jangveladze murder case has been fully solved.

According to Darakhvelidze, based on a relevant ruling issued by the Prosecutor’s Office, Partskhaladze is charged with organizing the premeditated, contract killing of Levan Jangveladze for hire and financial gain, and a search warrant will be issued for him.

“Based on evidence obtained through hundreds of investigative actions conducted by officers of the Ministry of Internal Affairs, it has been established who led the organized group that carried out the contract killing of Levan Jangveladze for financial gain. Accordingly, we can declare this criminal case fully solved in this direction. On the basis of the evidence we obtained, the General Prosecutor’s Office of Georgia has issued a resolution to charge Otar Romanov Partskhaladze as an accused,” Darakhvelidze said.

The investigation established that a group of individuals, which over time evolved into a criminal organization, and its leaders - Otar Romanov Partskhaladze and his trusted associates, brothers Davit and Giorgi Mikadze - had business-related disputes and long-standing confrontations with Levan Jangveladze. Acting on the request of other individuals who were also in prolonged conflict with Jangveladze, they organized his murder.

According to the investigation, the intentional killing of Levan Jangveladze was led by Otar Romanov Partskhaladze as the undisputed leader of the criminal group. Acting on his instructions, Davit and Giorgi Mikadze contacted their friend and confidant Giorgi Jokhadze, sharing the murder plan with him. To carry out the planned contract killing, they recruited Gela Udzilauri, a former bodyguard of Giorgi Jokhadze.

The criminal group also obtained precise information about the exact time of Jangveladze’s arrival in Georgia and his travel route. On March 14, 2025, on Chavchavadze Avenue in Tbilisi, Gela Udzilauri shot and killed Levan Jangveladze for hire and financial gain, and also wounded Jangveladze’s companion with the same firearm.

As part of the investigation, numerous investigative and procedural actions were conducted, dozens of forensic examinations were carried out, dozens of witnesses were questioned, and multiple items of physical evidence were seized. Taking into account the specific nature of investigating such crimes, reliable evidence meeting the appropriate evidentiary standard has been obtained proving the involvement of both the leader of the criminal group and its members in the murder.

The public is aware that the direct perpetrator of the crime, Gela Udzilauri, was arrested shortly after the murder. On October 24 of this year, the court delivered a guilty verdict and sentenced Udzilauri to life imprisonment.

In the same case, Giorgi Mikadze, Mamuka Baghdavadze, and Giorgi Kachkachashvili have been arrested, while Davit Mikadze and Giorgi Jokhadze have been declared wanted. Their former associate Sandro Tsivtsivadze has also been detained; the murder weapon had previously been registered in his name. Substantive hearings for these defendants are currently underway at the Tbilisi City Court.

As for the alleged leader of the criminal group, Otar Romanov Partskhaladze, according to the prosecutor’s resolution, he is charged with organizing the premeditated contract killing of Levan Jangveladze for financial gain, an offense under Articles 25 and 109, subparagraph “n” of the Criminal Code of Georgia, which carries a penalty of 16 to 20 years’ imprisonment or life imprisonment.

The prosecution will apply to the court within the legally prescribed timeframe to impose pre-trial detention as a preventive measure against Partskhaladze, and international search procedures will be initiated, Darakhvelidze stated.
