Government Efficiency Department - The criteria for being included in the "white list" have been tightened, and the list is planned to be completely abolished in 2029

With the active participation of the Government Efficiency Department, in close cooperation with the Ministry of Infrastructure of Georgia and the State Procurement Agency, the criteria for inclusion in the “white list” have significantly changed, - reads the 2025 report of the Government Efficiency Department.

According to the information disseminated by the government administration, as the department explains, the tightening of the criteria was due to the existing practice, when in some cases, the obligations assumed under the state procurement agreement were not fulfilled, accordingly, state funds were spent inappropriately, and the procuring organizations suffered significantly.

“Accordingly, the criteria for inclusion in the “white list” have been tightened, both in terms of completed projects and recommendations to be submitted.

In addition, over the next three years, the volume of bank guarantees to be submitted will gradually increase, and in 2029, the “white list” is planned to be completely abolished. This change will promote the targeted management of state funds, as well as increase the willingness of suppliers to fulfill their obligations in good faith and properly, in order to continuously benefit from the benefits granted by the “white list", - reads the report.
