Parliament approves amendments to the Law on General Education

The government's planned reform of schools and the amendments to the Law on General Education in this direction were supported by the Parliament.

The draft amendments to the Law on General Education, prepared by the Ministry of Education and Science, were adopted in the first reading with 82 votes (8 against).

According to the draft, complete general education includes no less than 11 and no more than 12 years. Which will be distributed as follows: primary (6 years − I−VI grades), basic (3 years − VII− IX grades) and secondary (2 years − X and XI grades and a voluntary 1 year − XII grade).

As a result of completing the 11th grade program, a document confirming complete general education will be issued, and as a result of completing the voluntary XII grade, a person will receive an additional 12-year document confirming complete general education - a certificate. According to the Ministry of Education and Science, the opportunity to take the XII grade will remain voluntary for those students who wish to additionally strengthen their academic readiness. Studying in the XII grade will be conducted on the basis of pre-registration.

At the primary level of general education, students will be required to wear a school uniform, the sample of which will be approved by the Ministry.

Another novelty is that the Ministry of Education and Science will be authorized to establish an entrepreneurial legal entity or a non-entrepreneurial (non-commercial) legal entity to implement the goals set forth in the Law on General Education. As the agency explains, this will enable the Ministry to provide students with uniforms at the primary level of general education.

“There are often cases when, in order to achieve the goals set forth in the legislation of the Ministry, it is necessary to implement various measures related to a separate type of economic activity. For example, the process of providing students with textbooks, the process of providing school uniforms - relevant orders, transportation, storage, delivery, maintenance, etc.,” the Ministry of Education and Science explains.

According to the draft law, the Ministry of Education and Science will approve the general conditions for the use of electronic communication means - including mobile phones - by students in schools.

Another innovation is that in the event of termination of an employment contract due to violence against a student, the teacher, as well as any other employee of a general educational institution, will be restricted from employment in a general educational institution for 3 years.
