The OSCE is in the process of staffing the expert mission under the Moscow Mechanism, - reads a letter sent by the OSCE to InterpressNews.

The agency addressed several questions to the OSCE regarding the implementation of the aforementioned mechanism.

As explained by the OSCE, in line with the terms of the Moscow Mechanism, the expert(s) are expected to begin their work shortly following their appointment and to conduct their activities within the established timeframe foreseen by the Mechanism. According to them, the precise timing of the arrival of the expert mission to Georgia is currently being finalised.

Under the Moscow Mechanism, the mission is composed of independent experts selected by OSCE participating States in accordance with the relevant OSCE procedures. The scope of the expert mission is defined by the specific terms of the invocation of the Moscow Mechanism, - reads the OSCE’s response to InterpressNews.

In addition, the letter notes that since its establishment, the Moscow Mechanism has been activated 17 times in relation to serious human rights problems in various countries.

“The activation of the Moscow Mechanism by 23 OSCE participating States to study the human rights situation in Georgia, focusing on the situation since spring 2024, is the latest case of the use of this mechanism,” the organization says.

The OSCE does not say what facts specifically served as the real basis for activating the Moscow Mechanism in relation to Georgia, noting that “it is entirely up to OSCE participating States whether, when, and in what form to activate the Mechanism.”
