The EU Delegation in Georgia has released information about the meeting between the EU Ambassador, Pawel Herczyński, and Georgia’s First Deputy Minister of Foreign Affairs, Giorgi Zurabashvili.
Specifically, according to the EU Delegation, on February 11, 2026, the EU Ambassador in Georgia, Pawel Herczyński, submitted a request to the Ministry of Foreign Affairs regarding the meeting, and on February 12, the Ambassador was received by Georgia’s First Deputy Minister of Foreign Affairs, Mr. Giorgi Zurabashvili.
The information notes that the purpose of the meeting was to express the EU’s “serious concern” regarding the recently proposed package of amendments to the “Law on Grants” and related legislative acts.
“The approval of the amendments in their current form after the first reading poses another significant threat to civil space and participation in political activities in Georgia. The Ambassador emphasized that such measures are incompatible with the obligations undertaken by Georgia under the EU-Georgia Association Agreement and contradict the commitments that Georgia, as an EU candidate country, has voluntarily assumed.
The EU Ambassador noted that, if approved, the amendments could directly and negatively affect the work of diplomatic missions operating in Georgia, which would be contrary to the provisions and principles of the Vienna Convention on Diplomatic Relations,” the statement said.
Furthermore, the press release states that the Georgian side also raised the issue of EU sanctions. According to the EU Ambassador, the 20th package of sanctions proposed by the European Commission against Russia on February 6 is currently being considered by EU member states.
The parties agreed to maintain contact regarding developments in this matter.
