The document lists the concessions that Russia should make in diplomatic negotiations mediated by the United States with Ukraine. The demands include reducing the number of Russian troops and withdrawing them from neighboring countries, paying reparations, and the necessity of democratizing society.

According to Radio Liberty, one of the ultimatums envisages the absence of nuclear weapons in Belarus and “the prohibition of Russian military presence and deployment in Belarus, Ukraine, the Republic of Moldova, Georgia, and Armenia.”
