According to information published on the official website of the US Congress, the purpose of the bill is to "request a report on Russian and Chinese intelligence assets in Georgia and for other purposes."

The initiator of the bill is Republican Congressman Joe Wilson.

The bill was introduced in the US House Foreign Affairs Committee on February 24.
