“The Kulevi oil terminal has been operating in Georgia for years and is owned by ‘SOCAR.’ It has never had any problems, never been involved in any international corruption scandal, let alone sanctions discussions. When did all this start? When the Georgian government adopted a decree — specifically by Economy Minister Mr. Davitashvili — and issued the relevant licenses and permits for an oil refinery in Kulevi, and construction of the plant began. But this is fictitious construction; nothing is operating there, no such plant exists. A non-existent plant sends 60 million worth of petroleum products to Europe every month. Ultimately, it was confirmed that this is Russian sanctioned product. The terminal is separate, the plant is separate, and the terminal got into trouble because of the plant. The government of Azerbaijan and ‘SOCAR’ shared far more facts and evidence with European partners than the Georgian side did. Why? Because the Georgian side itself created this problem, it itself initiated the fraudulent scheme. Davitashvili issued the permit, it was revoked, and then he was appointed chairman of the supervisory board at the plant. What could be greater corruption and conflict of interest than this?” — stated Lasha Parulava.
