We are proud and happy that we are a very rich country, - the mayor of the capital, Secretary General of the Georgian Dream, Kakha Kaladze, told journalists while assessing the report prepared within the framework of the OSCE Moscow Mechanism and the statements made by the author of the report, Patrycja Grzebyk.

According to Kakha Kaladze, the report was written in advance.

"It is absurd, 'crime against humanity' and so on, yesterday we heard nonsense. The explanation we heard indicates that the report was written in advance by their patrons and coming here was a farce. What should one person who comes for 2 days study? Perhaps they studied Georgian cuisine, wine... We are also proud and happy that we are a very rich country, we are proud of our traditions, our past, but what was written in the conclusion was absurd,” Kaladze noted.

As Kaladze explained, the OSCE was used for blackmail.

“The OSCE was used for this blackmail, the pre-written conclusion, coming here, everything was a farce, pretending to study something, everything was a lie. This is happening in order to blackmail the country,” Kaladze noted.

For information, the OSCE published a report on Georgia prepared within the framework of the “Moscow Mechanism”. The report discusses the events that have developed in Georgia since the spring of 2024 and provides recommendations. According to the document, the main findings are that Georgia has experienced democratic backsliding during the mandate period. According to the report, violence against demonstrators, political opposition leaders and journalists was combined with complete impunity for perpetrators. The government has gradually curtailed freedoms of expression and assembly by adopting new laws that target civil society, political opposition, independent media and LGBT+ community. In addition, the report states that Georgia should repeal the Foreign Influence Transparency Act, the Foreign Agents Registration Act (FARA) and the Grants Act related to foreign grants. The report also provides recommendations to Georgia, OSCE participating States and the international community.

The author of the Moscow Mechanism report told Radio Liberty that her mission in Georgia was completely independent from the very first minutes. She did not receive any advice or recommendations from the OSCE either, because their representation “did not want to influence the content of the report.”

As for the recommendations, she also responded to one of the recommendations of the report, which is related to the mention of international criminal law.

“It seems from Georgia’s response that they perceived that I wanted to start a “legal battle” by mentioning international courts and the International Criminal Court. No, my goal was only to remind that if there are possible facts of torture, if persecution or other inhumane acts are taking place, this can be considered a crime against humanity,” Patrycja Grzebyk said.
