Prosecutor’s Office: On May 4, Aleko Elisashvili climbed a ventilation pipe at the City Court, attempted to open a window, failed, then threw a flammable substance into the archive room, causing a fire

According to the Prosecutor’s Office of Georgia, opposition politician Aleksandre Elisashvili, with his face covered by a mask, climbed a ventilation pipe at the rear of the Tbilisi City Court building on May 4, 2025, and attempted to open a window but failed. He then went down the stairs and, using a small window, threw a flammable substance containing petroleum products into the archive room, which caused a fire.

The Prosecutor’s Office has charged Elisashvili in a second episode of a terrorist act allegedly committed on May 4, 2025.

According to the agency, his actions caused a fire on the exterior façade of the court building and in the archive, where hundreds of criminal, civil, and administrative case files were stored. The fire was extinguished by emergency services.

The Prosecutor’s Office states that Elisashvili’s actions were aimed at destabilizing one of the branches of government - the judiciary - and the administration of justice, as well as causing significant property damage by destroying infrastructure, case materials, and other important documents. His actions also endangered the lives and health of three court security officers present in the building at the time.

Elisashvili has been charged under Article 323, Part 1 of the Criminal Code of Georgia, which carries a sentence of up to 15 years in prison.

According to the investigation, acting on a premeditated plan, Elisashvili arrived at approximately 03:44 a.m. at 64 Aghmashenebeli Alley in Tbilisi, where the court archive is located. After initially failing to open a window, he threw a flammable substance into the archive room, causing a fire. He then returned to another window near a second archive room and, after climbing the ventilation pipe again, set fire to the window and electrical wiring.

As a result, a fire broke out both on the exterior façade and inside the archive, which was later extinguished by firefighters.

The Prosecutor’s Office also stated that it will apply to the court within the legally established timeframe to schedule a pre-trial hearing.

It should be noted that Elisashvili has already been charged in connection with an attempted terrorist act at the Tbilisi City Court on November 29, 2025, under Article 19-323 of the Criminal Code, and he is currently in a penitentiary institution.
