The Committee of Ministers’ Deputies of the Council of Europe, at its 1558th meeting, reviewed the Secretary General’s 33rd Consolidated Report on the Conflict in Georgia, the Ministry of Foreign Affairs of Georgia reports.
The meeting was attended by the Deputy Minister of Foreign Affairs of Georgia, Lasha Darsalia.
The report was presented by the Secretary General of the Council of Europe, Alain Berset. It covers developments and updates concerning the occupied territories during the period from October 2025 to March 2026. The document provides an overview of the security, human rights and humanitarian situation in the regions of Georgia occupied by Russia, as well as along the occupation line.
“The Deputy Minister of Foreign Affairs addressed the participants of the meeting, expressing his gratitude to the Secretary General of the Council of Europe and the Committee of Ministers for the preparation and adoption of the consolidated report. He underscored the importance of maintaining this issue high on the agenda of the Council of Europe. Lasha Darsalia briefed participants on the situation in the occupied territories, with particular emphasis on the grave conditions prevailing in terms of security, humanitarian concerns and human rights in the occupied regions, as well as on the destructive actions of the occupation regimes, including recent unlawful activities. He further highlighted the importance of ensuring the return of internally displaced persons and refugees from the occupied territories to their homes.
Lasha Darsalia drew particular attention to the judgments of the European Court of Human Rights, which affirm the occupation of Georgia’s regions by Russia and its exercise of effective control. Concerns regarding Russia’s violation of the 12 August 2008 ceasefire agreement and the further consolidation of its effective control over Georgian territory were reiterated during the meeting. The Deputy Minister additionally addressed the dynamics of the Geneva International Discussions, reaffirming the commitment of the Government of Georgia to a policy of peaceful conflict resolution.
For his part, the Secretary General of the Council of Europe reaffirmed his strong support for Georgia’s sovereignty and territorial integrity and confirmed that, within its mandate, the Council of Europe will continue the practice of issuing consolidated reports.
During the visit, the Deputy Minister also held a meeting with the Secretary General of the Council of Europe, Alain Berset. The parties discussed current issues on the bilateral agenda and once again expressed their readiness to continue cooperation”, reads the press release.
