According to the conclusion of the Parliamentary Price Regulation Commission, it is advisable to create a specialized institutional mechanism that ensures effective monitoring of the market, transparency and improvement of the competitive environment.

The commission is considering the possible implementation of two alternative models in this context - the creation of an independent sectoral regulatory body and the expansion of the relevant function within the framework of an existing institution - for example, the Competition and Consumer Protection Agency.

“Within the institutional framework, it will be possible to identify and categorize large market players, including those entities that have excessive market power. This may be based on objective criteria, such as annual turnover or the scale of retail chains. This will allow the regulator to use targeted tools to solve specific problems, rather than a single, general approach to the entire sector,” the Parliamentary Price Regulation Commission states in its conclusion.
