The initiative was submitted to Parliament by the Ministry of Education and Science as an amendment to the previously adopted changes to the Law on Higher Education Ministry of Education and Science of Georgia, and will be discussed under an expedited procedure in Parliament
Under the amendments to the Law on Higher Education, which entered into force on 17 December 2025, the student grant-based financing system was abolished and replaced by a fully state-funded model in government-established universities.
At the same time, the December 2025 law stipulated that students who had already secured funding before 2026 would continue to receive it under the same conditions until the 2030-2031 academic year.
However, the Ministry explains that the existing wording only guarantees the preservation of already obtained funding and does not address students who were enrolled before the new law but had no grant or only partial funding. According to the Ministry, this created a gap for students who had a legitimate expectation of participating in grant competitions to improve their funding.
The new legislative amendment, the Ministry says, ensures that students will still be able to participate in state grant competitions, benefit from social programs, and that foreign citizens will also retain access to funding under established procedures.
