According to him, the "deep state" is the force that forces "various diplomats, politicians, NGO representatives, European Parliament or European bureaucrats" to spread false information about Georgia.

"When the whole world, leaders talk about the "deep state", when the actions of the "deep state" have been made public by a number of state security structures, only a representative of the "deep state" can deny the "deep state" and say that the "deep state" does not exist. The fact is that the "deep state" exists. It is being fought against in the United States of America, including the US President and his administration, and many experts and politicians are talking about it. It is precisely under the influence of the "deep state" that informal political processes take place, the deplorable results of which we see in various countries in the form of wars and conflicts that are happening around us. The "deep state" is precisely the force that forces various diplomats, politicians, local agents or NGO representatives, European Parliament or European bureaucrats in Georgia to spread false, disinformation about Georgia and to spread propaganda that accuses completely innocent Georgia of being guilty in various cases," Tsilosani said.

For information, German Ambassador to Georgia Peter Fischer stated in an interview with the publication "Batumelebi" that the Georgian Dream has developed a certain narrative about the "global war party", the "deep state" and "liberal fascism", which are allegedly plotting against Georgia. According to Fischer, "this is a lie".

"I have worked in the German government for 40 years and I have never seen any 'deep state'. Who is this 'deep state'? Can they name it? Or show us their face? How can this group be so influential in the US, then move to the EU, then to the UK and no one sees it? The facts say otherwise. The fact is that the EU and its member states are true friends and partners of Georgia," Fischer said.
