In reality, tens of millions of euros in loans and funding have been raised for waste management in Tbilisi over the years - the money went into the pockets of the ‘Georgian Dream,’ the debt was left to Tbilisi residents, the result is zero, and Kaladze is still showing off!” Lasha Parulava, a member of the governing council of the United National Movement, wrote on social media, responding to a statement made by Tbilisi Mayor Kakha Kaladze at today’s municipal government meeting, where he said that 38 garbage trucks had been added to the vehicle fleet of Tbilservice Group LLC.

In his Facebook post, Lasha Parulava said that since 2018, approximately €60 million in loans and funding has been spent on waste management, yet there have been no significant changes in the city’s waste management system.

“At this very moment, Tbilisi’s mayor from the ‘Thieves’ Dream,’ Kakha Kaladze, is telling us that we bought 38 new garbage trucks. In reality, tens of millions of euros in loans and funding have been raised for waste management in Tbilisi over the years.

This money has disappeared, the work has not been done, yet Kaladze continues to show off and take pride in 38 garbage trucks.

2018 - €15 million: a loan for waste management infrastructure, equipment, and the rehabilitation of the Didi Lilo landfill.

Eight years later, Tbilisi still does not have the modern and efficient waste management system that should have resulted from an investment of this scale.

The money was raised, years have passed - but where are the results?

2021 - €3.03 million: an additional loan to improve the leachate management system at the Didi Lilo landfill.

Five years later, the public has the right to know what was done with this money, what results were achieved, and how efficiently the funds were spent.

2024 - €16 million: a loan for the rehabilitation and closure of the Didi Lilo landfill and the installation of a landfill gas collection system.

The project has not yet been completed, meaning Tbilisi residents are still waiting for the results for which the debt was incurred.

2024 - €26 million: a €22 million loan and €4 million in funding for a waste-processing plant.

This project is also still under implementation, and Tbilisi has yet to receive an operational waste-processing system.

In total, approximately €60 million in loans and funding has been allocated to waste management.

And after all this, Kaladze is cynically showing off today and telling us that we bought 38 new garbage trucks.

Fine, Kakha, but where are the results of the tens of millions of euros that your government has raised over the years for waste management?

This is precisely where your responsibility lies. The money that was raised has disappeared! The work was not done! The results are nowhere to be seen! The debt, however, was left to Tbilisi residents.

There are also questions surrounding municipal procurement, including contracts related to ‘GT Group,’ which have raised numerous questions because of what has been described as its particularly close ties with Kaladze’s government.

Tbilisi’s budget is not Kaladze’s personal cash register.

In short, the time has come for Tbilisi residents to throw this ‘Thieves’ Dream’ and Kakha Kaladze into the garbage - for the years during which they saddled Tbilisi residents with debt, spent the city’s money, and failed to deliver the promised results.
